Cold-weather capacity is the design question rather than whether they work at all. Performance falls as outdoor temperature drops, so the heating load, the capacity at design temperature and the supplemental-heat strategy have to be considered together. Where those are matched, operation through an Ontario winter is routine.
Usually one of three things: the heat pump is losing capacity, defrost is running more than it should, or the changeover setpoint is calling for supplemental heat earlier than intended. All three show up in operating trends before they show up on the bill.
ANSI/ASHRAE/ACCA Standard 180 sets inspection and maintenance tasks at defined frequencies for commercial heat pumps. Because these units work in both seasons, most buildings schedule twice yearly, with a cold-weather review before winter.
It affects the repair-or-replace decision rather than day-to-day operation. Canada's HFC phase-down reduces supply over time; existing equipment keeps running with no deadline. New commercial installations now generally use a refrigerant with a global warming potential of 700 or below, following the 2023 CSA B52 update.
Some frost is normal and defrost clears it. Persistent ice usually points at a defrost sequence that is not initiating or terminating correctly, restricted airflow across the coil, or a refrigeration-circuit fault. It is worth diagnosing early, because running iced puts load on the compressor.
