By looking at equipment condition, current load, controls and how the facility actually operates, rather than by age alone. Where the equipment is sound and the constraints allow, repair usually holds. Where faults keep returning to the same components, or capacity no longer matches the building, replacement planning is the more honest answer.
It affects the economics rather than imposing a deadline. Canada's HFC phase-down reduces supply over time; existing equipment keeps running and no regulation requires replacement. Most new commercial installations now use a refrigerant with a global warming potential of 700 or below, following the 2023 update to CSA B52.
That depends on access, phasing and what shutdown the building can tolerate, which is why those are settled during planning rather than discovered during the work. Sequencing around occupancy is part of the scope.
Applicable project-team and regulatory coordination is part of the scope. Where the work touches devices under TSSA jurisdiction, or requires code and inspection coordination, that is planned in rather than treated as the owner's problem.
