In Ontario, boilers and pressure vessels fall under O. Reg. 220/01 and require a valid Certificate of Inspection to operate — it is an offence to operate without one. A TSSA inspector carries out the first inspection before the device goes into service, registered operating permits renew annually, and periodic inspection follows every one, two or three years depending on the device.
ANSI/ASHRAE/ACCA Standard 180 sets inspection and maintenance tasks at defined frequencies for commercial boilers and the documentation that should accompany them. Most buildings schedule the main visit before heating season, with the interval set by boiler type, run hours, water treatment and how critical the load is.
A low rumbling or kettling sound most often points to scale or mineral deposits on the heat exchanger restricting flow and heat transfer. It is worth investigating early: the deposits themselves are treatable, but the overheating they cause is what damages the exchanger.
